Regarding the phone - So for syncing music, I still have to download the songs multiple times once for each device - Surface, Phone, Desktop if I want that device to have music available offline.
There is no solution to your issue. You will no longer be able to sync music pass subscription music to your Zunes. This whole thing makes me sick, although I am not surprised, I just didn't think they would cut it off this soon with so little notice. I have 2 Zune HDs 32g and 64g that I listen to religiously and loved.
I have an old iPhone 5 32g which will not hold all the music pass collection that I have patiently put together which is now useless so I am stuck as I don't have the money for a new iphone. And yes, if you want to listen to music pass music offline you will have to download it individually again to each iphone, android, or windows phone device.

Apple claims the iPod touch can play music for up to 40 hours without recharging. Microsoft's Zune HD is rated for 33 hours of music before you'll have to plug it in.
The Zune HD comes in three different storage capacities: 16, 32 and 64 gigabytes. The iPod touch has a slightly different lineup with 8, 32 and gigabyte models. It's called the Zune Pass -- you can keep everything you download as long as the Pass is active. Once you let the Pass lapse, you lose the content you've downloaded. Microsoft also allows you to download and keep 10 songs per month while you have a Zune Pass.
Microsoft's Zune holds its own in the media-player world. But iPod is the product of Apple's single-minded dedication, and it shows. It looks sleeker, it's lighter, slimmer and smaller. The iPod is taller and wider than the Zune HD but it's more than 1. You'll also be able to transfer music to and from your Zune. But you won't be able to stream or download songs from the Zune service.
